I got mine from drwhomerch.com, but you can find them elsewhere. I wasn't happy with their customer service. They shipped 2 months early, and while I'm happy I got them, it was bad for my bank account because I was expecting them to charge when they shipped in March.
Anyways, just google for "Doctor Who Time Squad" and there are a couple of places selling them :)
YES. I printed off a couple that I want to make. I'm not very good, but it probably doesn't help that I don't know where my exacto knife is. And I'm just using color printer paper instead of something heavier :P
